This standard is a recommendation of the O.I.V. to the member states. The objective is to facilitate international trade and to ensure straight forward information to consumers. The standard established by the Codex alimentarius on labelling foodstuffs and beverages was at the roots of this standard. Provisions concerning obligatory indications must be placed on the labels for pre-packaged wines to be sold to consumers in addition there are optional indications left to the discretion of the operators or the States. These indications were adopted  by the 63rd, 64th, 65th, 68th, 72nd, 73rd and 83rd General Assemblies in 1983, 1984, 1985, 1988, 1992, 1993, 2003, and the 3rd and 4thGeneral Assemblies of the International Organisation of Vine and Wine in 2005 and 2006 as the Regulations and Quality Control and the Commission III work group progressed.
