SMB Replacing former Strategic Policy Statements with Strategic Business Plans
As reported in TC News of August 2007, the SMB (Standardization Management Board) last year initiated a trial project with various TCs (Technical Committees) to replace their SPS (Strategic Policy Statement) with an SBP (Strategic Business Plan). This was part of the approach aimed to give operational work a more business plan structure.
SBPs contain information relevant to the business environment of TCs in general. They are directed, not only to an internal IEC audience, but also to managers in industry in an aim to attract participation in TC work. Containing fewer technical abbreviations and acronyms, they provide an overall appreciation of the current technical, industrial and economic indicators and cover such aspects as market demand and technology trends.
SBPs outline the ecological environment and take into account system aspects that ensure the approach remains global. Finally, they provide objectives, strategies and an action plan, together with useful links to the IEC website in terms of Officers, publications issued and work and maintenance programmes.
The 12-month trial period has now ended and the SMB has revised the Guidelines to help draw up an SBP and included samples of the TC 3 and TC 48 SBPs as good examples that can be used by other TCs when they develop their own SBP. Before they are made publicly available these Strategic Business Plans are to be approved by the SMB which is planned for the next quarter.
The TCs that took part in the trial project were representative of the whole spectrum of IEC TCs. Some, TC 31, TC 48, TC 91 and TC 100 are product or system-based TCs. The others, TC 3, TC 44, TC 77 and TC 89, deal with semantic or "horizontal" topics. They are to submit their revised SBPs, using the guidance documents, for SMB approval before 15 September 2008.
Training and general information sessions for TCs/SCs are to be organized during the TC/SC Secretaries’ Forum in São Paulo in November 2008 and a set of guidelines issued on how to use the new SBP forms.
As from December 2008 those TCs/SCs that did not participate in the trial will need to start transforming their existing SPS in the new SBP format..
